It seems to me that, if the SLEs are left exactly the same as they are
with only a change in who monitors them, it's not a change that anyone at IANA could possibly buck.

If instead at the same time the transition happens IANA also has to
make different commitments as to what it will monitor and what the
targets will be, they have a reason to be cautious.

That's all I was saying.  From the response, it sounds like I'm in the
rough, but it seems to me that if IANA has a problem achieving these
new requirements then we do too.
