[Gnso-epdp-team] Interisle Study: At the Crossroads: The State of Domain Registration Data Services

Hi Volker –

Great question - there’s lots of relevancy here:

  * The survey covers RDAP and evaluates compliance under the Temp Spec – not under the old WHOIS.
  * It documents widespread discrepancies in implementation of RDAP and in compliance with the Temp Spec, including actual examples.
  * It found that some registrars are making even non-sensitive domain name registration data difficult to obtain. This is impairing legitimate uses of the data while providing no privacy benefits.
  * It is often difficult for parties to reach out to domain contacts for legitimate purposes. People using the contact tools provided by registrars cannot always be confident that their messages are being delivered.
  * The survey notes that because of the enormous usage (66 billion WHOIS registry queries per month, and estimated similar numbers for registrars), it is vitally important that registration data services function predictably and reliably, and that ICANN provides excellent technical and policy coordination.
  * The survey lists a series of policy recommendations for consideration to address some of the issues raised by their findings.

For the EPDP – it highlights the need to:

  * Provide as much implementation guidance wherever possible as we finalize our policy recommendations.
  * Seek input from ICANN compliance to see what ICANN Org. would like to see in our policy to ensure that it can strengthen its compliance activities with regard to the SSAD.
  * Consider ways to allow data that is not required to be protected under GDPR to be public— for example, the data of legal persons, so that there is less that needs to be managed through the SSAD.
  * Centralize as much as possible because that will create greater consistency, and allow the CGM to apply machine learning over time to achieve greater efficiencies.
  * Consider whether the policy recommendations proposed in the survey are either already addressed by the EPDP’s Phase 1/Phase 2 reports or should be considered for inclusion in our final report.

All the best,

Margie

So what is the relevance to our work here? Our work is set to replace whois, not improve it. One could even argue that WHOIS is already dead in accordance with the terms of the RAA since ICANN already has mandated RDAP as replacement protocol.
