Just to followup on Zak's post, looking at the "PDP Manual"

page 6 talks about the kind of outcomes that are permissible. It's
well within the rules to make "recommendations on future policy
development activities" (i.e. "xii" in the list), namely what's
already going on in the RPM PDP.

As Paul Keating suggested, they wouldn't be starting from scratch, but
they would be addressing these "quirks of process" (in Paul
Tattersfield's apt description) with the full benefit of our research,
and be able to address the **deeper** root causes holistically, for
both IGO and non-IGO situations affected by the same underlying cause.
They'd be directly addressing the root causes, instead of merely the
symptoms that arise from those causes.
