There is no such assertion anywhere either in the 2012 round or the next. I'll refer you to the security and stability section of the report, where we document that 1000 per year would be an administrative capacity limit, and for that capacity, it was said that it would not cause operational issues. That's different from saying that's the system limit, and what you can see in the report is the definition to not impose a limit, but to follow prudence and monitoring during the delegation cycle.

I remember a WT discussing exactly this option and deciding not to follow it. Note that WT discussions go a long way back before you joined, so reading the wiki with the session transcripts would be interesting to avoid getting to impressions like this.
