[Gnso-ppsai-pdp-wg] Markup ("redline") of WG Final Report

Hi All,
I am sorry to share that the language Chris introduced, and that the WG 
accepted, does not appear to have made it into the final version despite 
circulation of this language. I trust we can correct this, and I am 
working on line edits.  I also support Holly's changes.
