Since my first post to the sub-group was (sob) rejected, I take the
liberty of sending it to the whole list. Also of interest to the
privacy group, and doubtless the data elements group, so I make no
apology. This is not a simple opinion, but it is thorough.

For those wishing to understand how data protection commissioners manage
the interpretation of purpose and legitimate interests, you may find the
Opinion 06/2014 which the group published as a resource during the
recent negotiation of the European Regulation on data protection. It is
long, but thorough, and is available on the website at
http://ec.europa.eu/justice/data-protection/article-29/documentation/opinion-recommendation/files/2014/wp217_en.pdf.
Pages 27-30, in my view, are particularly relevant to our discussions,
but I defer to practitioners in EU privacy law for their views.
