Hi, all-
As we collect inputs over the next week(s), I thought I'd begin by sharing a
recent report by the UN Special Rapporteur, Joseph Cannataci, on the right to

There are a few things in the report that I'd like to draw your attention to as
we move forward with shaping our work plan. On page 4, paragraph 8 Cannataci
identifies a need to understand that privacy norms differ across cultures. ICANN
may be based in the U.S., but the rest of the world is not beholden to the
first, fourth, or fourteenth amendments. My view is that we should be developing
policy that is universally applicable and which incorporates a dimension of
cultural sensitivity. Paragraph 9 of the report reminds us that the
commodification of personal data is not always conscious nor consenting by
individuals. Across cultures the notions and expectations of privacy may vary
but the idea of informed concept before the disclosure of personally
identifiable information is a pretty common one.
There's not a whole lot of substance to the report, but there are some
interesting questions being asked that I think should inform our work as we
consider the repercussions of collecting and retaining data.
