It seems pretty generous to me to describe the secrecy of the TMCH as a “consensus policy” (would love it if you could show me exactly when and how that specific idea attained consensus) - but that’s not an issue we need to revisit in any depth. 

Rather, I would suggest we stick to the substance of the comments we got back, and avenues forward.
