Is the ban on non-apex RRs (such as an SRV for _nicname._tcp.[TLD]) other
than delegations at all driven by the fear that too much of the world is
using BIND's "root-delegation-only" with an exclude list that they won't
change to include new gTLDs (or any equivalent in other recursive nameserver
implementations)?

We all remember the incident(s) that caused that option to be invented,
but I fear it is going to cause trouble for a long time to come.
