This post states that “this extension is defined in order to support the ICANN Thick Whois Policy Recommendation (http://gnso.icann.org/en/issues/whois/thick-final-21oct13-en.pdf) that requires gTLD domain name registries to display the registrar registration expiration date in the Registration Data Directory Service”.  This however is not what the policy says.  Recommendation #1 reads:
 
The provision of thick Whois services, with a consistent labeling and display as per the model outlined in specification 3 of the 2013 RAA, should become a requirement for all gTLD registries, both existing and future.
 
As a member of the PDP working group that produced this recommendation, I can say that it was not our intent to create a new requirement to add an additional field to the Registry Whois output for Registrar expiration date, nor do I think that is what is called for in the Policy.
 
One of the items the working group was asked to consider was “response consistency”.  Recognizing that especially across legacy gTLDs, but also from Registries to Registrars within the same gTLD, there are different flavors of Whois responses, the working group felt that having a consistent labeling and display would be beneficial to both registrants and end users of the various Whois services.  Considering our options, we chose the Whois service described in specification 3 of the 2013 RAA as the best choice to be consistent with.
 
If I could be indulged for trying to speak for the entire PDP working group, given that the 2013 RAA calls for the expiration field to read:
 
Registrar Registration Expiration Date: 2010-10-08T00:44:59Z
 
I think we would expect the consistency requirement to be met by Registries providing an expiration field that reads:
 
Registry Registration Expiration Date: 2010-10-08T00:44:59Z
 
The proposed extension certainly does not meet the intent of the PDP working group.  In fact adding an additional expiration field to the Registry Whois output would seem to me to make Registry response inconsistent with the 2013 RAA.
