[NCAP-Discuss] FINAL Study 1 Proposal

Dear NCAP Discussion Group,

  After last week’s DG call, the NCAP admin committee met and made the following decisions:

  *   Make the definition of the name collision as a deliverable of the NCAP DG/WP and SSAC, not a deliverable by the contractor.
  *   The definition of name collision will go through a regular ICANN public comment period (40 days)
  *   The contractor will take the final definition of name collision and use it to guide its work.

  Based on the decisions above, I revised the study proposal by:

  *   removing the name collision definition from the study tasks and deliverables
  *   adding a section called “Inputs to the Study” and making it clear the final name collision definition will be given as input to the contractor
  *   putting the name collision definitions so far in the Appendix.

  I have also done some general edits throughout the document to ensure consistency.

  This will be the final proposal send to the OCTO as an input document for their work drafting the formal RFP.

  Separately, we will start another email thread on the name collision definition and the NCAP co-chairs would like to have a few DG calls to produce a definition for public comment.
