[NCAP-Discuss] For Discussion in Hamburg - Collision String Register?

Hi NCAP Team,
Thanks much for yesterday's discussion re topics which can hopefully be
addressed and "put to bed" in Hamburg.

Regarding the name to be used for the list of strings which the TRT
determines to be high risk and therefore not advisable to move forward
without an approved mitigation/remediation  plan, I would like to suggest
as follows:

1. To avoid confusion associated with the word, "Registry" in our
environment, could we agree on a slight change and call this list the
Collision String Register?  (Register, as defined by Merriam Webster, may
even be more accurate than Registry.)

2.  It seems clear that a name that makes it onto this list should be
pulled back out of the root and that we should state that the TRT, when
making the recommendation to put the string on the list, should also
recommend that ICANN direct IANA to pull it back out of the root.  Do
others agree?  (This felt like an "Aha" moment for me but I obviously lack
technical chops so please help.)

Thanks to Suzanne and Matt for guiding the conversation yesterday.  Looking
forward to our discussions in the working session in Hamburg.
