[NPOC-EC] Our response to the NomComRIWG

Thank you Farzi, we're working on this response just now. I've incorporated
most of your suggestions, which were really good. I'll send the final draft
in the next half an hour. The NomComRIWG is going through the GNSO
responses tonight at 19 UTC.
