[NPOC-EC] Document shared with you: "NPOC-Operating-Procedures-October 10-2022"

Hello all,

This looks like a copy paste from NCUC that has not been thought through.
After getting the charter done it has all the points talked about lately
already included in it. Therefore, I am not willing to work on a document
that is basically going to tie us down creating a bazillion procedures to
follow to get anything done.

In my view, this is the last thing we need right now. We should be
concentrating on commenting and making policy, not making our environment
too hard to work with.

Feel free to work on it and give us some suggestions on what would actually
improve our constituency, instead of throwing us an untidied copypasta of
over 20 pages of procedures. I certainly won't be contributing to it at
this stage.
