As you may be aware, the Domain Name WHOIS protocol allows users, including law enforcement, to look up information on who is behind a domain (web site address). The functioning of the WHOIS is subject to regular reviews. As part of one such review, the ICANN RDS-WHOIS2 review team is conducting a survey examining current and past uses of WHOIS by law enforcement, to inform its assessment of whether WHOIS meets the needs of law enforcement. We would be grateful if you could share your experience with us if you use WHOIS in the performance of your duties, or have used WHOIS in the performance of your duties. The survey should take around 10-15 minutes to complete.
If you are willing to contribute, please respond to this email with "agree" in the subject line to signal your agreement to participate in the survey, cc'ing jean-baptiste.deroulez at icann.org<mailto:jean-baptiste.deroulez at icann.org> (in copy to this email), and we will share the link to the survey with you.

  1.  Once the individual has provided a written answer acknowledging agreement, the survey link can be circulated. When sending the link, please make sure to highlight the deadline to complete the survey i.e. 25 July – 23:59 UTC.

The written agreement from your contact(s) is a requirement. The link can only be circulated to your contact once we have a record of his/her agreement.

Dear all,

Many thanks for the feedback. I would prefer to keep the questions separate just to be on the safe side – I'm worried that otherwise the input could become quite vague. To avoid this, we can add a comment box on the questions 36 and 29 for people to clarify whether this is their unit or a larger group that they are referring to. The text can be "Could you please specify whether your answer refers to your unit or also includes other units or agencies?"

Dear ICANN colleagues, once these changes are made, could you please send us the finalised link that we can share with our addressees?

Three comments:

1.      The text of question 34 should be changed like “Does the current WHOIS lookup functionality (personal data, e.g.  name, email address, phone number, postal address being redacted by some registrars) meet your needs for the purposes of law enforcement investigations? ”
2.      Question 35 should be revised to reflect the current redaction of personal data. The below draft is for consideration:
How does it not meet your needs?
The lacking of personal data hinders the attribution of malicious domains
Inaccurate data
Other

3.      Questions 35 & 36 should be hidden as question 28 & 29 in the first place to keep the survey in a consistent way.
