Ross,

I would suggest a small wording change be made in the last paragraph.

I would remove the word  "other" so that ANY GTLD Registry would have to go
through this process (including Verisign for .com/.net).  I believe that if
Verisign wants to do it, they should have to go through the process just
like anyone else (ie: they may not choose to do it now ... I know your first
para tries to deal with this, but I think removing the word "other" is
best).

I would also support removing the "gTLD" in the last paragraph and leaving
it at "Any Registry".  I think before ccTLD Registries all start doing this,
ICANN should have a published position on it.

Folks - I've taken into account the comments and elements of the various
proposals that I view as friendly and incorporated them into the
following friendly amendment to my original motion. This is a compromise
motion resulting from the fact that all of the proposals were not
entirely congruent, but shared many of the same goals.

I hope that the constituency will look upon this motion favorably and
allow the constituency to provide a unified front with a unanimous vote.

Final Motion;

"Whereas, VeriSign has created a condition that potentially risks the
stability and security of the domain name system;

Whereas, this condition undermines competition in the registrar and
registry sectors;

Whereas, this initiative was undertaken without prior notice to
registrars, network operators, the general internet community and ICANN
and its constituencies;

Therefore be it resolved that the GNSO Registrar Constituency strongly
recommends that ICANN immediately require that VeriSign suspends
this condition and returns a "NXDOMAIN" response for zone file entries
that do not exist and ceases serving requests for wild-card entries in
response to DNS queries to the relevant gTLD zones until such time as
ICANN and its Supporting Organizations provide input on the relevant
security, stability and competition issues; and

Resolved that the GNSO Registrar Constituency strongly urge that ICANN
conduct an analysis to ensure that any such service be in
compliance with the Verisign .com and .net Registry Agreements, any
other applicable agreements and the principles of maintaining and
coordination the security and stability of the DNS in a competitive
environment prior to the reinitiation of the aforementioned condition; and

Resolved that the GNSO Registrar Constituency highly recommends that any
other gTLD registry be required to follow a predetermined process
designed to ensure similar consultation, analysis and provide due and
proper notice prior to creating similar conditions or new service."
