[RSSAC Caucus] Fwd: Proposed MOU or LOI between an RSO and the contracting company

We agreed on the MOU/LOI proposal yesterday, and are discussing it with the GWG tomorrow afternoon. Paul asked us to send It to the Caucus as well, so with this email I'm doing so.
