[Rt4-whois] flip last two recommendations?

Hi Kathy

Excellent job spotting this.  Thank you for your proposal which looks very
sensible, and provides clarity and Mikhail points out.

So, Alice, please would you change the word 'tables' to 'provides' in
recommendation 16 as described in Kathy's mail.
