[Rt4-whois] Whole report - a proposal

Hi there

Alice has pulled together all the new text into the old document, and of
course there are some issues with integration.

I will go through the entire text carefully as soon as possible, but want
to highlight one item for you.  Please raise any objections to my proposal
below as soon as poss:

The section "Conclusions" in the draft report mostly reproduces our new
"findings" but not always.  So, the text for IDNs, Compliance, data
accuracy largely maps what was originally there.  One area where it our old
conclusions are more expansive is "privacy and proxy".  I suggest that
Kathy and/or I combine the Conclusions with Findings.  Where the text is
the same, fine.  Where it is different, we will copy it over, unless it is
inconsistent with our amended recommendations.

It should just be copy paste job, but I will let you know of any text
changes.
