[TSG-Access-RD] Draft Technical Model Outline

I just added a draft outline for our technical model deliverable to the Google drive; consider it fodder for discussion at next week's meetings. I've volunteered to provide the first draft text for the introduction and model description sections assuming that we still think such text is needed after we continue our discussions. I think it would be helpful to map the requirements to each of the models, so that's why there's a table of requirements vs. models included. A table like this will allow anyone to quickly see where any particular model stands out or falls short. I also think we're on the hook to provide solution proposals for each of the requirements, so there's a section for that, too.
