[tz] Possible DST Discrepancies for Manitoba, Canada

I'm not sure which database you're talking about; the tz database has just one 
entry for Manitoba, namely America/Winnipeg. As the file 'northamerica' says, 
America/Winnipeg's pre-1970 data is mostly taken from Shanks & Pottenger, which 
says that parts of Manitoba used different rules before 1970. The tzdata cutoff 
is 1970, though, so I ignored the other Manitoba locations. For the ignored data 
you might try consulting Shanks & Pottenger directly, though I should warn you 
their data's reliability is spotty.
