I meant that Ciudad Juárez (remaining on -06) would be one hour AHEAD of El
Paso in the WINTERS, beginning on 6 November when El Paso falls back to
-07.  (Things can get a little confusing when you're working quicker than
usual.)

One would imagine that that may end up being disruptive to local commerce,
so the story may not end here… it seems that the process of amendment from
executive proposal through the two chambers and into law added a third
chapter on "modifications to the time zones in the Federal Entities and
Municipalities".  Article 6 allows local governments to send proposals to
the federal government to adopt differing zones or seasonal adjustments,
specifically calling out that in the case of federal entities or
municipalities that adjoin other zones (including "foreign territorial
demarcation[s]"), "the Congress of the Union must make the corresponding
modifications to the Law…within ninety days following the presentation of
the initiative".
