Actually believe that this is valuable and important part of the IANA 
functions "contract" regardless of the model - even in an internal model 
this type of transition/contingency plan is necessary - separability in 
some form exists in most if not all models. And even if there were no 
separability the operator should have such a plan "just in case" just 
like any entity providing a critical infrastructure related service 
should have.
