[Gnso-impl-thickwhois-rt] Thick Whois Transition Policy draft v4

I was wondering why Dennis was putting things for me on the agenda and 
asking me to suggest language :)

Anyways, perhaps Marc and the rest of the IRT can agree with what I just 
sent and either discuss it or wait till folks I mentioned weigh in 
before we go discuss 2.2?
