[ICANN-CSC] documents for CSC Elections

Hi All,

 

For your convenience, attached is the CSC Election Process, an Expression of
Interest Template, and a template to notify the SO/ACs to begin their
election processes.  As mentioned, all the materials were either pulled from
the Charter or from the first election materials and are meant as guidance
or assistance.
