Thanks, David.  Michael can add more, if needed, but the latest draft, which consisted of edits made by me, was sent to all by me on Jan. 12.  My edits were made in regard to feedback given on the plenary call with respect to the “interactions with governments” recommendation.  Also on January 12, Michael provided a response to the concerns raised on the plenary call.  I don’t believe he made additional substantive edits.

My suggestion to the subgroup is to review those Jan. 12 emails first and foremost.  Additionally, Michael sent an email to the subgroup on Jan. 22 noting that some minor tweaking to the draft will occur re the role of the Ombudsman, in response to feedback he received from his engagement with the Ombudsman subgroup rapporteur and the current Ombudsman.  He also responded via email to Ed on Jan. 24.

I believe at this point the subgroup should review the draft sent on Jan. 12 and Michael’s responses from Jan. 22 and Jan. 24.  I think the goal would be to get plenary 2nd reading on the next plenary call on Feb. 8.

Hope this provides some clarity.

Michael and Chris, I have two questions, prompted in part by this note from Thomas and Ed Morris’s e-mail this past weekend about the role of the Complaints Officer.

The questions are these: will there be another draft report? (I thought some wordsmithing might follow the plenary meeting), and how will we assess when we have reached consensus on a final report?

Through a couple of wordsmithing cycles some of my concerns have been addressed. But when I read the final report (or reread the last one if that is final) I could have a remaining concern or two.

And so I am asking about determining consensus for submitting a final report to the plenary.
