Hi All,

 

As of last Thursday, there were only a few comments of support and no objections to the identifiers being reserved within the two issue categories below.  

 

I’ve updated the definitive list to reflect their acceptance (ex. removal of the yellow highlights) for the first issue category of the stand-alone terms.  Where those identifiers were highlighted in yellow, I moved the English translation to a new Comments column to maintain the chain of custody, but they were deleted from Column 1 because there were only placed there as a reference to the translations requested.  As a point of reference, Stephane sent to the list excerpts of National Legislation supporting the protections of the requested identifiers (https://mm.icann.org/pipermail/gnso-igo-ingo/2018-June/000159.html).  

 

As for the second issue category, I added the descriptive terms (“Organization”, “Association”, and “in”)(highlighted below in green) to the variant index.  However, three remain (highlighted in red).  The WG does not have a variant definition that would allow for these types of identifiers to be accepted in the future, should new National Societies be created.  It’s easy to include/maintain these within this version of the definitive list as it is advanced to the Council.  However, it lacks guidance to the IFRC, as well as ICANN Org and the GNSO, whenever new adds are invoked via the change process as outlined in the policy.  Stephane mentioned on the last call about the need for flexibility for outliers of the variant index that may be requested.  Therefore, I need the WG’s assistance to draft variant criteria.  Please send suggestions to the list so that I can add it to the latest draft Initial Report.  I will also add, that the process for new adds will flow from the GAC to the GNSO and ICANN Org for review prior to implementation.  Is this sufficient for a review of any new adds and the opportunity to decline outliers that do not fit within the variant index?

 

I’ve attached the latest version of the definitive list for your reference.  I’ve also added the latest draft of the Initial Report.  To see the latest variant principles, on P. 11 & 12, it will be best to view it without the redline changes.

Per our call last week, the WG needs to find agreement on two categories of variants for the National Society definitive list.  Each are detailed below.  Thomas, our Chair, will need to understand the positions within the WG, or another option is that if resolution cannot be found, that it can be highlighted within the public comment forum for additional guidance from the community.  If there is support in the WG to protect these variant identifiers, the WG will need to create a variant definition to compliment the variant principles within the Initial Report.

 

Please submit your comments, support, or objections to the list by Thursday 14 June 2018.

Issue #1:

“Red Cross” and/or “Red Crescent” requested as “standalone” terms in certain national (non-English) languages, in some cases with the definitive article “The”, or as “Red Cross Society” or “Red Crescent Society”(Cells highlighted in Yellow within the definitive list): 

·         Rationale - that is the name by which that society is known in that country (see email from Stephane Hankins on 30 April 2018 (https://mm.icann.org/pipermail/gnso-igo-ingo/2018-April/000131.html

·         Note, however, that these specific “standalone” words are already reserved under a Consensus Policy adopted by the ICANN Board in April 2014, in the six official UN languages)
